I have Groupwsie 6.5.7, I am using email encoding. I need to encode the
internal mail . I would like to block in groupwise client possibility
turning off encoding when users are sending the internal mail.
It will be possible to send the uncoded external mail when I blocked
the turning off encoding in groupwsie client ?
From other hand, is possible to forcing email encoding to chosen
addresses so that the user cannot send the plain text mail and to other
addresses mailing was possible with plain text ?

Could you please define what you mean by "email encoding"

Because my definition doesn't match yours in any way shape or form.

I used consoleone for creating Organizational CA and for generating
certificates x.509 for all users and I am using public and private keys
for encoding the mail.

That's not encoding, that's encrypting and/or signing

None of your options are available in GroupWise 6,7, or 8.
